User creation

I try to create a user on Bulbapedia, but it says that the action is restricted to administrators only. what's going on?

Account creation is currently disabled due to a particularly persistent vandal (if you check through this sub-forum, you'll see a few other threads already asked and had this question answered).
We're implementing a system to allow us to screen user accounts before they're created, so you should be able to create your account pretty soon. Just be patient.
