I was over on the main page of Bulbapedia searching for trainers who use Dragon-types. I found this wierd subcategory with entries like 'User:Flaming Pikachu' and stuff like that. They appear to be descriptions of real Pokemon players. Am I correct, and if so, is it possible for me to get a page like that?
 
Those are called userpages. You can have one if you make an account on Bulbapedia. But you should read the rules before making one.

Also, this should've been asked in the Bulbapedia General Forum.
 
People have Userpages. What you clicked on was a directory for users who use Dragon type pokemon.
although i am wondering where you clicked that link from.
