Using a Net Ball on a Water/Bug Type

Since the Net Ball has a higher catch rate on all water Types and all Bug Types, would the ball have a higher catch rate on a Surskit than it would on a Magikarp or a Caterpie?
 
Yes the catch rate is 4x slightly higher on water/bug typings
This is not true.

The way the Net Ball works is that it checks the Pokémon's Type for the Water or Bug type. If either is found, it applies the heightened catch rate. There isn't any code in place for giving an even higher catch rate if the Pokémon is both Water and Bug.
