VGC EVs? Different from Level 100, but how?

So all the online Pokemon simulators use Level 100 mons where 4 EVs = 1 stat point. I know official tourneys set all mons to Level 50, and that at that level, EVs work differently. Cursory googling turns up piecemeal information, but I want a solid rundown.

How do EVs work at Level 50?

8 = 1, and if you have a 31 IV you can get an extra stat point with just 4 EVs because half a point from the IV + half a point from the four EVs = 1 point. (So if you have an IV of 30 or 31, you have the same initial stat. But if you invest 4 EVs in a stat with a 31 IV, it will go up. The 30 won't. After that, every 8 IVs = 1 stat point.

So if I have a 6IV mon, the first 4 EVs in a given stat will give one stat point, then after that its 8 = 1?
