Villian Motivation: Help Needed!

Hi, I'm planning a fanfic set in Kanto after Ash's adventures in Hoenn. At one point two rocket admins overthrow Giovanni as Team Rocket Boss but I need motives for them to do this except greed and lust for power. If it helps the Admins' names are Apollo and Artemis, the former is male and the latter is female. Please help me if you can. Also, if you have any other ideas you think may help me with my story, please don't hesitate to post them.

Artemis is the goddess of the moon, Apollo god of the sun, so live up to team rockets name and do something space based- attempting to cause a seperate, larger planet to come into Earth's radius, ruining Earths gravity and get their hands on rare space mon, like Deoxys for the black market.

Or, Shockwave method. Giovanni was weak. Appolo and Artemis were more efficient. It's only logical to replace him.

The two Grunts thought Giovanni was running Team Rocket into the ground with his shitty methods and took over because they knew they could run it properly.

Are you using OCs as the heros, or are you using canon characters?

i'm using canon characters (e.g. ash, misty and brock) as heroes. Apollo and Artemis are the main villains.
