Efforts are underway in various corners of the internet to catalog the different Vivillon patterns assigned to each region. Since we have plenty of users playing the games right now, I figured we could all pitch in as well.

Vivillon's appearance is based on the country and region you set your 3DS to. You can check what this is by going into your system's settings. Specifically, the game will use the region your 3DS was set to when you started your game; if you change it afterwards, Vivillon's pattern won't change unless you begin a new game.

Some countries don't have selectable regions; in these cases, the Vivillon pattern is based purely on your country. For the countries that do have selectable regions, you can choose not to select any. Presumably there's a default country-wide pattern for people who don't select any region, but we don't know for sure.

So what we'd like people to do here is post your country, region (if applicable) and the Vivillon pattern native to your game.

For instance, I'm in the United States/Utah, and my pattern is High Plains.

You can check the name of Vivillon's patterns in the Pokedex. Let's start putting together a comprehensive list!
 
US, California, High Plains. I guess I should avoid trading for Utah- and California-native Vivillon. And of course, everyone who's battled against Viola should have the Meadow pattern, so everyone should have two patterns without trading (unless your native happens to be Meadow).
 
Australia, Victoria, River. I'm pretty sure you can only get River in Australia though...
 
Germany, Continental. At least if you don't set a more specific location. When I look at from where some of my traded Vivillons (or better said their trainers) are, it looks like this:

Greece - Marine
Finland - Icy snow
Canada - Polar
Japan - Elegant
Singapore - Jungle
Mexico - Sun
France - Meadow

I hope my trading partners don't mind that I post here where which Vivillon "lives". And speaking of users, one user from Sweden mentioned in the VivillonVendredi thread that Sweden has the Continental pattern too. Or at least he has it.

However, I don't know if there are different regions within one of the mentioned countries that have a different pattern.

Regarding Germany, I checked a german page if we have different Vivillons in different regions here. And we do. While most of Germany got the continental pattern, Bavaria got the marine one. Furthermore, Baden-Wuerttemberg (state in southern Germany), Rheinland-Pfalz (south-western state) and the Saarland (the smallest state, bordering on France) got the meadow one.

Just an fyi: I selected my country--United States--but not my state in my 3DS. I currently have the Modern Pattern in my game, but from multiple reports that I've seen online, I would have had the Polar Pattern if I had selected my state.

I plan on buying Pokémon Y soon, so I can double-check to make sure, but it seems like that is the case.
 
United States, New York, Polar. (Which is a laugh considering this past summer!)
 
United States - Minnesota - Modern (technically we're the most northern of the continental 48, as well as the coldest metro, so not sure why -we're- not Polar ;p)

Also I have a friend who caught a BUNCH of Scatterbugs for me since her state was said to be Polar, and I evolved them, so I can confirm:

United States - Pennsylvania - Polar

I'm not sure if Brazil is influenced by location at all (what I've seen says all Brazil is Savannah), but I can confirm that a trade for a Brazilian Scatterbug evo'd into Savannah.

Also a friend in FL confirmed he is also Modern, with state set.

Since a couple people have confirmed that Pennsylvania is Polar, I can confirm that there's a country-based pattern for people who don't select their region (and that the pattern for the U.S. is Modern).
