Want surfing Pikachu

Hi.
I want a surfing Pikachu, but all I can offer are some starters and some pikachus with flail
 
I have a surfing Pikachu. What starters you have?

BTW how do you get a Pikachu to know flail?

I got all starters, but the hoen and shino starters are on my platinum.
And the pikachu with flail is from the pokewalker
