Want to do tradebacks for Feebas

Feebas is the only pokemon I need to see for the National Pokedex. I don't understand how I need to use Super Rod to catch it, but I need National Pokedex to get the Super Rod... So if somebody could please just do a tradeback with me that would be amazing.
