Wanted-Flawless Adamant/Jolly Ditto

I have a modest and timid ditto, I would like to trade for an adamant and jolly ditto.

Just a question, If I had a power anklet on a flawless ditto, and a power band on a flawless gible would the offspring be able to get both 31's in HG?

I don't have either Dittos, but yeah, the offspring will have a 31IV in Speed and Attack .

The offspring will have 31 IVs in both Attack and Speed, however, you won't be able to pass Ditto's nature without use of Everstone(unless you RNG abuse for nature). If you're going to RNG abuse for nature, nature of parents don't matter.
