He means all IVs are 31. The odds of catching that in the wild are astronomically low. The only reasonable way is to RNG it, which means he is looking for someone with Jap (or other foreign language) Diamond, Pearl, or Plat that can RNG competantly or someone who has traded for a Ditto that someone else RNG'd.
