-Needs to be Female
-Needs to have Quick Feet (Hidden Ability)
-Needs to have been caught in a Premier Ball.

I am sure you know this already, but you could probably catch a shroomish matching these specifications very quickly if you have OR/AS. petalburg woods, just keep scanning for shroomish with the dexnav until you have seen a few dozen, then chain until one appears. i did this for HA eevees, which have an atrocious gender ratio, it only took about an hour and a half per eevee (a lot less, by 80 search level). An ability (attract?) can change gender ratio in your favor.
