I just got this game yesterday, and seriously, it's basically the closest thing we've gotten so far to a Mario Paint DS...and more.

Microgame$
First off, those looking for a normal WarioWare game will be disappointed as there are only 90 Microgame$, compared to the 200+ in previous games, and all of them rely on simply tapping the screen in different ways as opposed to dragging, slashing, blowing, ect.

However, in this game, you make your OWN Microgame$. You draw a background, create sprites, and then use rather user-friendly programming scripts to either build a game from scratch, or edit a pre-existing game to your own liking. It's fun to use, and there are plenty of in-game tutorials to get you started.

So far I've only done two rather basic games. The first one a LOST-inspired one where you simply click on the ISLAND to win (based off of Season 3's twist ending) and the second one a King of the Hill game where you have to press the screen twice to make Hank's friends say "yep". Nothing too amazing really, but some of the games I've seen on Youtube and in-game are quite deep despite the limited tapping method, so I'm hoping to make some neater ones in the future.

Music
You also get to compose, or edit, your own music. For Microgame$, you create a short tune to play during the game, but you can also make roughly 1:30 musical records as well. The system is also streamlined to make things easier, but borrows from Mario Paint as you have similar sounds available to use. The microphone allows you to hum into the DS for those who can't compose music that well...I tried it, and, to be honest, it didn't turn out to bad. Did the King of the Hill opening theme, and it sounds pretty close to it.

Comics
Finally, you are able to make quirky 4-coma comics as well. The system for making comics, and game art, is basically an edited version of Mario Paint so those who played that game will quickly find themselves getting the hang of things. Although, for comics, they can only be in black-and-white.

Wi-Fi
With FCs, you can share games, music, and comics with other people and edit them for your own use as well. Furthermore, Nintendo also distributes online games for you to download as well...even some made by actual developers. Right now they have Sakurai and the Metroid guy's games up.

Showcase
There is also an 800 point WiiWare game where you can send your games from D.I.Y. to play them on the big screen, or to store them. It also comes with its own assortment of pre-made games, music, and comics for you to play with and edit.

I'm getting it at some point, but i hardly ever get games when they first come out. I usually wait for the price to go down at least a little.

Also, King of the Hill fan I see?
