Weird things TV stations do

I'm going to give a Pokémon example but I've put this in Geeky Misc so that it doesn't have to be limited to that.

Back when Pokémon was at its height, the anime episodes aired on ITV over here. They would start off naturally enough with all of the first episodes but then, they started airing only airing one in two episodes. Then, the run would start again normally enough with all the first episodes until that same point where they would air all the episodes missed on the first run. While the nature of Pokémon doesn't make it that bad, it did mean that one run would have Battle Aboard the St. Anne and The Island of Giant Pokémon while the other would have Pokémon Shipwreck. The same went for the Sabrina trilogy.
 
Hmmm...let's see....

*Disney's "insparational" videos....I hate those.
*Disney's "Disney Channel Games"
*Disney Showing the same short every hours, every day, for like a week.
*Disney cancelling Dave the Barbarian but letting Brandy and Mr. Whiskers stay on.
*Disney showing the Cheetah Girl's about 10 times in the same weekend.
*Like 5 versions of High School Musical


Yeah, I can't stand Disney...lol...

EXACT same thing happened with Cartoon Network and the three latest Transformers series. Then, JUST as they were about to show new episodes, they moved it from primetime on Saturdays to 5 AM weekdays. Then they'd move it BACK to Saturdays, and start over, but return it to its pre-dawn time before reaching any new episodes. Very...very...very annoying.
 
My local WB affiliate delayed captions by about five seconds for several months, so nothing synched up the way it should.

That happens very often during nationally syndicated talk shows (such as Ellen's and Tony Danza's), and during local news broadcasts (I remember that I was in a restaurant watching NY1 with captions, and they were lagging behind).

Maybe not turn up the volume per say, but they do tend to use frequencies that are known to grab attention and irritate people, as a means of getting them to watch. They also compress the audio to focus it on these frequencies, and compression can appear to cause an increase in volume.

And some stations just DO turn it up.

To clarify, the compression we're talking about here does not really affect frequencies per se, but amplitude. By decreasing the dynamic range, it is possible to further amplify the audio without distortion or clipping - the audio doesn't have any one point that is particularly louder than normal audio, just that on average, it sounds louder.
