Just to know.To me,i can't choose between Cipher and Galactic.I think Cipher is more,just look what they have done in Pokemon Colosseum and in Pokemon XD:Gale of Darkness.But it is truly difficult to decide:each team had done a lot of evil things:to decide,you have to see what each had done.
 
Cipher is by far the most evil, Team Rocket is second by cutting off tails etc, and Galactic are 3rd.
 
I think J's the evilest. And Galactic, I guess.

I dont know anything about Cipher, so I didnt vote for them (they're apparently evil?)
 
Honestly?

Team Rocket, because they don't attempt to rationalize it. They're pure Chaotic Evil, are concerned only for themselves, and don't have some "greater aim" (beyond maybe world domination). Magma, Aqua, and Galactic all had more of a religious aim than anything else, while Rocket exists for profit.

Though from what I know about Dim Sun, they take a close second, given their plans to generally fuck stuff up in the name of money.
 
How could any team called "Snagem" be that evil? That name is too hilariously lame to be evil.
 
easily team rocket. magma, aqua, and galactic didn't accept that they were doing something bad - they thought they were going to do better for humanity, unlike team rocket, who only aimed for profit.

i don't know about the others except for snagem. i don't remember why they were stealing pokemon and transforming them into shadow versions of their former selves...if they even clarified that at all. i thought the game was just "bad-guy-gone-good blows up bad team base, picks up a chick, saves pokemon, beats bad team and the freaky mayor and then you can import purified pokemon to RSE".
 
Cipher for turning pokémon shadow, Snagem for CATCHING other trainers pokémon, no seriously CATCHING (that's worse then stealing)! And J, for turning poké's in stone.

Galactic is not evil, they're just stupid. Cyrus wants to change the world and the admins and grunts just follow him because they like him.

Because say you battle them, and then suddenly thet throw a pokéball at your pokémon. Bye bye long trained pokémon. It officially belongs to team snagem now. That snagem machine isn't just limited to shadow pokémon you know (only for the player it is).

Cipher. Aqua/magma thought they were right, Rangers' is too funny, J is anime only, and Galactic is a Potental fixer of world, followed by Fan-people.
 
Cipher does sound pretty evil... but I've never played Colosseum so I vote Team Rocket :XD: (As long as we're not talking Jessie, James and Meowth. They are just stupid, trying to catch a random Pikachu for ten years?)
They killed an innocent Marowak trying to protect her child, and (at least in the anime and Pokèmon Special) helped the creation of Mewtwo.

Magma, Aqua and Galactic just strike me as stupid. All wanted to create a "better" world for whoever, whether it was themselves or water Pokèmon, and most see themselves as good (Though Galactic grunts even admit they have no idea what they're doing...tf?)
 
I don't know much about the Ranger villains so I would say J with TR coming in a close second.

I said Team Rocket only because I don't think J counts as a team. Unless you count her henchmen.

Dim Sun, like many of the others, just come off as misguided to me. Blake Hall's plan was to hypnotize pokemon for use as an energy source, because it was the only thing they could think of that was better than oil, apparently. Although now that I think of it, the Go-Rock Squad is pretty messed up too...Gordor wanted to put an end to the Rangers and use their technology to control pokemon, just because he has personal issues with the Ranger Union Chief of Technology. But I suppose that's more immature than evil.
 
I'd have to say Rocket is the most evil, they're the only ones proven to have killed pokemon.(that I know of) And according to the Anime, they're trying to take over in the other pokemon regions.
 
Aqua. Magma wants to expand landmass, but Aqua wants to expand the sea, everything would die either way but how long would it take for future generations to evolve into water species as opposed to just using the new magma land?

I would have said Rocket, but I knew that was the popular choice already xD
 
Rocket, I think, for they have killed Pokemon, cut off their tails, murdered people and so on. I know next to nothing about teams not in the main games.

Now, I don't see why people say Galactic. The Team wasn't really evil. In fact, the grunts were pathetic zombies, as were the admins, sans Charon,
who made the team more evil when he came to power, since he wanted money and power from the whole charade.
The whole point of the team was utter blasphemy, with a misguided antisocial freak at the head who wants to be God. In short, Cyrus is the Hitler of Pokemon, minus the whole holocaust thing, and everyone is oblivious.

Aqua was, despite what people will say, utterly retarded. You can't live underwater, and you can clean up the sea. As Dewgong said, it would take millions of years for all life to adapt for water. I don't get the purpose of the team, and I really think that the whole 'drown the land' bit was the product of too much of Disney's The Little Mermaid in Archie's childhood.

Magma's synopsis will probably be biased due to my liking for the team, but I also adore Galactics, so maybe not. Okay, so 'expand the landmass.' Well, yes, that makes sense, actually. If you believe that humans are misusing the land and destroying Pokemon's natural habitats, then it does seem plausible. However, it would take a few decades to have things actually grow on the new land, and the ways they went about expanding the landmass proves that either a) Maxie belongs in an institute for the criminally insane, or b) he can't control his underlings. I'm choosing a, since he kinda wanted to jettison a load of rocket fuel into an active volcano.

Also note that Aqua and Magma had no plans to rule the world, just change it. I rest my case.
