What exactly are Pokemon calls?

In the games, when you send a Pokemon out to battle, they make a noise.

Is this a battle call of some sort?

But, in game, you can hear the calls when you talk to NPC Pokemon, but at times, for example with Pikachu, you hear anime speak.

A number of Pokemon just make noises according to their NPC talk boxes, or make noises similar to their calls.

What about those like Pikachu?

I like to think of the cries as the noises Pokemon actually make, unlike they do in the anime. at least, for the latest gens. most of the first 150 and some of the Johto pokemon... well, their cries would be really weird if they made that noise. .__.'

stuff like Milotic, Lopunny, Leafeon, etc sound like they might actually make that noise. but things like Lugia? even though they are awesome looking, that just doesn't sound natural.

Ninetales is pretty nice though~

Then what's with the words some of the Pokemon make. Some say their name. If I recall correctly, Pikachu's cry sounds nothing like its name.

I don't think any game cry does that, no. I'm not talking about the anime either, and I wouldn't be the one to ask but I don't remember any Pikachu ever "Pikachu"-ing in the games...

Go to the Battle Tower in Pokemon Diamond or Pearl. The first Pikachu says "Pichuu! Pichuu!". As in "Pi-ka-chu".

If you are talking about the TEXT when you talk to them, it's a Moo point. just to show they are making a noise, except they represent it with the pokemon's name becouse... By now it's probably becouse of anime influence.

I always figured their "cry" in battle is a battle cry of sorts, made to intimidate or otherwise to the opponent, and outside of battle, they can continue their battle cry, or talk how they wish.

i believe that on the games some of the cries are designed to sound like their Japanese names ( same as when they say name on anime)

Its their call.
The Pokèmon games can't normally support actual voice acting, at least not too much of it. Even in Yellow, Pikachu is the only "talking" Pokèmon, even other Pikachu merely have the strange sparkling sound from Red and Blue, which I suspect is because the game simply can't support having every Pokèmon "talk".
Later they have released better machine than the Game Boy of course, but even the DS has limited storage space and support for actual voices. (I for one have a Disgaea-game for DS where there's only voices in certain scenes, and during battles, but most of the scenes are silent despite having full voice acting in the original which was for PS2)
I'm guessing they still haven't figured out how to store over 494 Pokèmon calls (Shaymin has two cries depending on his forme) either that or they just didn't want to get so many voice actors. (Though I wish they got different sounds for the Battle Revolution. The Game Boy-sounds sound merely misplaced there)
More proof that the games can't support very good sound would be Chatot's chatter-move. Even when I record things it sounds almost as weird as its standard call.

They're probably based on their japanese names, I've always thought it sounds like Clefairy says "Pippi" (which it also says in text once in the game I believe) and Togepi sounds kind of like its anime-counterpart (as good as the game boy can produce such a sound apparently...not counting when they actually TRY as with Yellow's Pikachu)

this also make me wonder, when pokemon evolve, do they suffer identity theif? Pich...achu!

Text.
I've seen that Pikachu too. It sounds like every other Pikachu in the game but the text has it say its name.

ah.
iirc, in R/S/E Wingull talking wasn't "Win-gull" or something. D/P/Pt might have changed that, I don't remember anything from there, but if they did, then I guess my thinking is technically misguided.
