Anyway, I don't know Japanese or anything, but it looks like it has something to do with the 10th movie. Pika Project sounds similar to the Pikachu Project, though....

And correct me if I'm wrong, but isn't that what they call the Pokemon movies when they're in production - Pikachu Project (then whatever year it is)?
 
It seems to be the website for the promotion efforts for M10 going in Aichi prefecture.
