Barney Stinson (from How I Met Your Mother) strikes me as the sort of man that would raise a Delcatty.
As the sort of guy that goes to any lengths to try and get girls, Barney would no doubt realise that Delcatty is an instant hit with the ladies.
Furthermore, it fits right into his well-dressed lifestyle and knows a thing or two about the art of seduction, should Barney's lady friend have a Pokémon that needs taking care of.
