I don't know much about EV but here is all I know about IV.

Individual Values

Individual Values also known as IV, are the Pokemon version of Genes. Individual Values help to determine the statistics of a Pokemon. They are the reason that there is a large variety of stats between Pokemon who are untrained, and those who are the same Pokemon, but who have been trained. There are 6 IVs for each individual Pokemon: Attack, Defense, Speed, Special, Special Attack, Special Defense. Here is the formula for Individual:

A Pokemon's gender is based off of its attack IV compared to the Pokemon Gender Ratio. If a Pokemon's Attack IV is less than its Gender Code, it will be a female. As, the Pokemon with a higher Attack IV, than the Gender Code will be a male. If a Pokemon that is only a female or male, the Attack IV will be ignored.

Ex.:

Chansey is an all female Pokemon. The Attack IV and Gender Code doesn't matter with Chansey.

Also, female Pokemon obviously do not have high attacks because of having an Attack IV lower than its Gender Code. Although, if the Pokemon has evolved forms or pre-evolved forms, this is not all true. More on IVs:

Hidden Power

There is an attack titled "Hidden Power". This attack's power is based off of the IVs of the Pokemon using the move. All Pokemon can learn Hidden Power, except Normal Pokemon.

Shiny Pokemon

Shiny Pokemon are Pokemon that are a different color than the original Pokemon. Whether or not a Pokemon is shiny or not, it still is determined by the IV of a Pokemon. A shiny Pokemon needs to have a have an IV of 10 in defense, special, and speed and an IV of 2, 3, 6, 7, 10, 11, 14, or 15 in attack. Because of a lineup excluding with an IV of 0 or 1, female Pokemon of this species with a 7 male to 1 female ratio never be shiny.

Ex.:

as you can see, this Squirtle is not the same as a normal one. It is a lighter blue and its shell is a green color.

I don't know where you got this Idea about hidden power not being used by normal pokemon. It is used by any pokemon that can learn TM moves (And Smeagle and Unown)

And the thing about Shiny pokemon needing a certeain IV spread only applies to generation 2 (Gold Silver and Crystal), before then there were no shinies, and after then shinies may have whatever IV's they want.

I know. If you read anything about the Hidden Power, though, I said that the IV effects Hidden Power. Not that you had to IV to use Hidden Power. For Shinies, I'm applying it to after G/S/C, I figured everyone else would as well.
