why do we have to post xx or more posts on here to send a pm whats the reason in that

Wrong place? I guess it's to make sure users know the rules.
 
From experience on other forums, a rule like that keeps spam bots from mass PMing everyone.
 
These are just one of many measures taken by forums to prevent spammers/bots/trolls, dude. It's really not a big deal, just make good posts often.
