Over the past few years, I don't think anyone would serious disagree that the Pokémon TCG has been dealing with balance issues. While there's typically been a number of competitively viable decks, at any given time there's consistently been a best desk in format that has dominated tournaments. Currently, that's Dragapult ex, but some other examples of this sort of thing have been Mew VMax, Lugia VStar, and Origin Forme Palkia VStar.
Given this issue, and having personally been absent from the competitive side of the TCG for basically all of the 2010s, I'm wondering when was the last time players consider the game to have actually had a properly balanced competitive scene? And of those (possibly brief) periods where it was, which was the most balanced period?
By balanced, I mean it should be relatively easy for players to field a viable deck, with a large range of decks being fielded in competitive play, and "rogue" decks not being relegated to gimmicks and jokes.
