I'm going to make a website soon, to compete with both Smogon and Serebii (BTW, I need people who can take pictures of the Anime and give me compettitive movesets to use on my site; you'll get credited!) ands I really like Serebii's layout, what website host does he use, and is there one that is cheaper or better? Thanks in advance!

I don't mean to sound rude, but the way you asked this question makes one thing clear: you're in no position to outcompete the major Pokemon websites yet. "yet" being the operative word -- by all means, shoot for your dreams!

Anyway, to give you an answer to your question, a webhost has NOTHING to do with a website's layout. The layout is determined by one's own personal proficiency with frames, tables, or (more recently) divs and other CSS style options. Frames belong to the early '90s; tables to the mid- to late '90s; and CSS is pretty much "the wave of the future" which has been with us for some years now. So you'll want to learn a good bit of HTML and CSS if you want to learn how to make a webpage match what you have pictured in your head.

As for a webhost, all they do is provide you with ...
a) bandwidth, i.e. how much data is allowed to be uploaded to and downloaded from your website daily and monthly
b) webspace, i.e. how large your website and all the files which make it up are allowed to total
c) occasionally a domain name; often, though, you have to purchase this separately on your own

Finally, you do NOT -- I repeat, do not -- want to use Serebii's webhost! That site goes down more times than a whore on a p0n0s. :| You will definitely want a webserver which provides you with more bandwidth than SPPf's. Since your site is just starting, you don't really need to be too greedy about webspace; it's the bandwidth (how much data that can exchange hands daily and monthly) that you ought to be more concerned about. Ask around for webhosts that have UL/DL bandwidth caps well in excess of what is average, since "a website which aims to outbid SPPf for Pokemon popularity" is going to need to be anything but average when it comes to this crucial point.
