What would happen in the Timeskip if Spinel kidnapped and took all Six Heroes hostage?

If Spinel did capture Rayquaza along with the other 5 of the Six Heroes, What Would Happen?

My Guesses is that what's left of the RVTs (Le Nouveau RVTs) would try to take them back but spinel gives them amnesia and takes their pokemon hostage and now they work for exceed

and Spinel won due to his plan colliding with his original plan to get the pendant that the explorers were originally gonna do

and now the world is ruled with an iron fist from the shadows and everyone had to use the drug spheres and their extreme variant

The Pokemon world is quite big and there were many things the RVT didn't try, like contacting Elite Four and Champions for help. While they couldn't realistically beat them in battle some of their allies like Naboru, Geeta or Nemona certainly could.

I don't think everyone would ignore the Strong Spheres harming the Pokemon. In Kalos, Hoenn (due to Megaevolution) and Alola (due to the relaxing vibes) in particular it would be very easy to notice by its trainers so Exceed opposers would appear easily.

Also assuming this is the same world as Ash's then we know for sure that things like mind control and amnesia aren't permanent and can always be undone by The Power of Friendship.
