If Spinel did capture Rayquaza along with the other 5 of the Six Heroes, What Would Happen?

My Guesses is that what's left of the RVTs (Le Nouveau RVTs) would try to take them back but spinel gives them amnesia and takes their pokemon hostage and now they work for exceed

and Spinel won due to his plan colliding with his original plan to get the pendant that the explorers were originally gonna do

and now the world is ruled with an iron fist from the shadows and everyone had to use the drug spheres and their extreme variant
