I was looking at random Japanese text when I found this:

(I know, it's small.)

Do you know what this letter is?
 
i believe that's Hiragana for "ri", but i might be wrong, although i'm pretty sure.

You are right that it's the hiragana for "ri". It's just that I have seen different variation of it that looks more in line with the katakana version and that version shown where the strokes are more connected.

In the thing I was reading, they used both forms of "ri"! Both the regular り and that one!
 
I just remembered that the "ri" in Katakana (as far as I know), its two strokes aren't usually connected. Not when I've seen it, at least.

Looks like a lopsided Arabic gayn, but it's probably what the above users said.

sometimes the hiraganas are connected
"ri" is an example

"yu" and "chi"/"sa" are other examples where instead of picking up the brush fully its picked up so its still touching the page, creating the connection between strokes.
