where do professors get the starters?

the question is nagging me. ever since my last business class a few weeks ago. where do the professors get the starter Pokemon they give out? do they breed them at their labs, or do they buy them from specialized suppliers?
And if the professors pay for the starters, then do they make the new trainers pay for the starters?
I wonder how a lab can stay afloat if they give the starters that they paid for away for free?

They are Pokemon professors with a lot of Pokemon in their inventory, it is possible for them to breed the Pokemon.
 
I believe most professors state that they are very rare pokemon. Probably bred in captivity or found by a stroke of luck in the wild.
 
I think they breed them from a selective bunch at a special area/building, where they are delivered to Professors to be handed out to new trainers. Starters are specifically bred to be easier to train than a Wild Pokemon.
 
Well, Oak's Charmander, Squirtle and Bulbasaur are his last Pokémon, somehow he managed to get rid of the army he had in his "Golden Years".
 
Considering that the world revolves around pokemon and each of the professors are famous on their own, they probably get a lot of funding which is different than here in this world, where it's hard to get good funding unless you can somehow use your research for the military.
So the financial thing of giving away free pokemon makes sense, especially if they think that for having a rare and probably very strong pokemon they might get far as a trainer and help fill the pokedex, which is each of the professors' main goals. It's more of an exchange really; I give you a pokemon, you give me data to fill up my research. It makes more sense in the anime where Professor Oak actually takes care of Ash's pokemon which have been put "in the PC."
 
The anime showed they have secret breeding grounds for starters (Old Man Swampy raising Mudkip in the Hoenn region). I'm guessing there are seperate grounds for all 3 starters in each region.

I always assumed that once a year, the Professor takes his 3 fully-evolved starters (yes, they all have them stashed somewhere) to the local Daycare, and get an egg from each. Makes sense to me.
But I know there was a Mudkip farm in the anime, so maybe there are specific starter farms spread around the regions.

IDK, I think most starter generations have been unable to breed together. For ex, Gen 2 had Meganium in the Plant group, Typhlosion in the Ground group, and Feraligatr in the Water/Monster groups. I haven't checked the verify the rest of the starter sets, though.
 
Actually the Truck near Vermillion is filled with starters from all Regions.

Edit: And it's locked because the game doesn't want you to be the Professor.
