Where do you think the Sinnoh League conference take place? I think either the Fight, Survival, Resort areas, or at the Pokemon League Castle (my name for the Pokemon League building in DPPt).
 
Probably geographically similar to the Elite Four location, but there would be an Olympic Village-type place there instead.
 
maybe instead Battle Island that for the ceramoney they could use they heatran flame and before the sinnoh league they could have a stark mountan arc also
