Tobias, Tyson, and Paul for sure.
Gary, Ritchie, Barry, and Harrison im gonna say probably. Virgil underwhelmed me, from his battles we did see.
Its sad when you think about it. We've seen Ash beat the likes of Paul and I would wager most fans would also pick Paul in a battle over Virgil and ESPECIALLY Cameron any day of the week.

Paul would only need to use Drapion, Electivire, Torterra or Ursaring to defeat Cameron. Only one of them. Or maybe two when I think of Hydregion.
