Tobias was created solely as an opponent to defeat Ash in the Sinnoh League. He had absolutely no background and he was just forced in at the last moment as an opponent for Ash to lose to. Not to mention, it was pretty ridiculous that he owned two Legendary Pokemon, which probably shouldn't be allowed to be used in leagues because of how OP they are.

Alain was introduced far ahead of time and had his own character and story that eventually intertwined with Ash's, two years after he was introduced. His inclusion in the league did feel forced though, but he doesn't just go away after the league, instead staying around to wrap up his story and aid in the Team Flare climax arc.

In terms of how they were handled, Alain was handled in a better manner, but that doesn't change the fact that neither of the losses Ash faced against these two were justified.
 
I'm gonna go the unpopular route and pick Tobias because he at least seemed to care about winning the league. Alain only entered so he could battle Ash and literally couldn't give a flying flip about any other opponent, giving Trevor and Remo the coldest of shoulders. I particularly hated that about his participation; you can't just enter these prestigious events and not have your full heart in them...

No, his forced entry in the league ruined it all for me and I was already struggling to suspend my disbelief over him beating Malva the way he did.
