I'm assuming by "PokeGirl", the OP is referring to the main female travelling companion, hence why neither Jessie nor Bonnie is mentioned in the poll. Please correct me if I'm wrong though, OP.
 
"Main female travelling companion" is a term hard to define. In XY&Z Bonnie get more focus compared to Serena.
 
I wouldn't necessarily agree, I believe there has (prior to Sun and Moon), been a strigent set of criteria - a female trainer who is allowed to own a Pokemon, who pursues a goal throughout the series, who is relatively the same age as Ash, who is either based off of a gym leader or protagonist. From the beginning, Serena is portrayed and intended as the main female: the execution can vary however.

Screentime and relevance is a matter of handling: I would say that Kenyan got more screentime and focus than Shooti did (he even had a more extensive league battle with Ash than him) but it didn't demote Shooti as the intended main rival, it just meant that writers dropped the ball and handled him horribly.

But then what is your criterion to do differentiate "main rival/girl" from other rivals/girls? It's a fan term.
 
The poll results with Misty, Dawn, and Serena being so close and Iris having nothing is pretty funny.
