Some of the coolest Pokémon (like Salamence, Lucario, or some other Pokémon that people find cool) are among the best. But this isn't always the case; oftentimes a Pokémon with an interesting origin or a good design will have poor stats, poor stat distribution, or a limited movepool, thus limiting their practical use outside the main game. I ask you this: if there was a Pokémon you wish was a better battler, so as to make it live up to the quality of its design, origin, or other attribute, what would it be?
Just a few requests:
~ No Pokémon that are good enough already. Garchomp's stats and movepool are fine as they are.
~ No preevolved Pokémon (for obvious reasons), although exeptions can be made for Pokémon whose evolutions have distinctly different stat distributions (Porygon2, Vigoroth, Trapinch, etc.).

the eeveelutions

case in point (according to it's aesthetic) Jolteon looks like it should kick ass and take names! it's badass!

I'd say Azumarill - it is already a good battler to me, but people don't seem to find it good enough. Thick Fat being one of its abilities is a waste because Azumarill are already durable to Fire and Ice types.

Charizard deserves a mention. It's a f--kin' BAD ASS Fire Dragon, but no Fire/Dragon typing? I can understand why this wasn't the case in Gen1, but now? Hell, they should've changed it back in Gen3.

Deerling for me, I keept it through my entire Black game hoping it would have some awsome super mega power, it didn't ever it stinks whenever I battle with it.

Zangoose needs some steroids in the attack and speed stat.

Lunatone and Solrock.

Linoone, Furret, Raticate

Persian Leopard

Mantine

Seviper Arbok Weezing Muk

I wish that all Pokemon would be equally able to be made as a good battler. It's such a shame that Pokemons like Sentret => Furret and any other rodents in Pokemon games will always stay as a weak, low base-stats, EV-farming material.

Zebstrika. Its design is so nice but it badly needs a better movepool and a little bit higher offenses.

Flareon and Klinklang. Their physical movepools suck.

Electivire's ability is too situational to be actually useful. And don't forget about its piss poor Defense.

And Ice-types got trolled a lot recently.

Pikachu, since Defenses are a bit too poor, his speed should better.
Their speed is actually quite good for a first stage Pokemon (minus Pichu, since that came later).

The Eeveelutions, Zangoose, Arbok, Meganium (although I can hold my own with one for a bit), Froslass, Golem.

Charizard, Pikachu, Wigglytuff, Gen 1 Psychic types (minus Starmie, Mewtwo, and Mew), Rapidash, Klinklang, Farfetsch'd, Garbador, Flareon, Aerodactyl, Cobaltion, Magmortar, Vanilluxe, Unfezant, Camerupt, Luxray, Lilligant, Zangoose, Serperior, Emboar, Samurott, Emolga, Seismitoad, Gigalith, Swoobat, Ursaring, Beartic, Zebstrika, Beeheeyem, Entei, Derpfish, Buoffant, and Heatmor.

Definetely Tropius. It's based on an apatosaur, one of the biggest dinosaurs, so why the sucky stats? It should be as good as some other standalone pokes, like Tauros or Miltank. Harvest helped him a bit, but not much.

Mawile. It's very cute, has some good moves, and a rarely seen typing. But its stats suck.
