To me Gary ticks Ash off a lot since they have had their rivalry ever since they were little kids (before they turned 10 and began on their journeys). Each time they meet Gary would have some kind of snide remark to make Ash mad. Though when he decided to become a researcher he became friendlier towards Ash and even gives him good advice (even though Ash prefers not to listen to it, in the end he realizes Gary was right).
Paul on the other hand, Ash seems to steam up because of their opposite training styles. He also insults Ash, but his words come with the intention of putting him down for being pathetic (Gary seemed to tease Ash rather than call him worthless or pathetic). I would say that Ash “hates” Paul on a different level than Gary. This is because of the way he treats his Pokémon in battle and in training.
Each time he meets with Gary in the DP series, Gary clearly comes with a new friendly atmosphere about him. However, Ash just gets mad whenever Gary gives him advise or decides against Ash’s choices (taking on J’s goons in Ill-Will Hunting! or when he calls him “Ashy-boy” and guesses exactly why Gligar left Ash’s training in “Fighting Fear with Fear!”). It seems that Gary just wants to be more of a friend to Ash rather than a rival. To me it seems that Ash is just looking at their rivalry as how it used to be rather than what it is now.
Every time Paul comes around, Ash does his famous “It’s Paul!” It seems every time the two cross paths Ash is the one that loses his cool first (for that matter there aren’t that many times that Paul loses his in a conversation with Ash). The only time Paul actually gets furious with Ash is in “Chim-Charred!” because of Ash being a hypocrite by entering the Wallace Cup to make his Pokemon stronger even though Ash and Dawn talked down to Paul when he entered the Hearthome tag battle. Paul says something smart and walks off and Ash is always left ticked off. At first, Paul never even thought of Ash as a rival. Now it seems that Paul at least realizes that Ash is a good trainer.
