All three have Sniper.

Skorupi - #451 (Jolly)
HP: 30
Att: 23 - 27
Def: 0 - 1
SpA: 4 - 8
SpD: 0 - 3
Speed: 11 - 15

Skorupi - #451 (Jolly)

Att: 10 - 13
Def: 2 - 6
SpA: 0 - 3
SpD: 0 - 3
Speed: 31

In my layman's view, I'd say 2. Skorupi's and Drapion's have low Speed any way, so they need help. Plus you have a nice mid-range Attack to run with. But again, that's my point of view. (unless you want a tank, then go 3, nice D and SD.)
 
Believe it or not, Midnight Celtic, Skorupi's Speed is actually it's second highest stat. (After Defense).

I'd actually pick the Third Skorupi. Although it has the worst Speed, it has the best Defense, which will help it become a good tank. It also has really good Attack compared to the other two, and since Skorupi/Drapion learn no Special moves by level up, that'd be your best bet.

If you really want Speed, you could get Agility as an egg move on Skorupi by breeding a Female Skorupi/Drapion with a Male of the following species: Beedrill, Venomoth, Scyther/Scizor, Ledian, Ariados, Gligar/Gliscor, Masquerain or Ninjask
