or MINOR recurring characters like Nando from Sinnoh.

Mine are Hagatha and Nagatha from the episode 'Illusion Confussion', Natasha from the episode 'What You Seed is What You Get', Melodi from 'Mutiny in the Bounty', and the old woman from 'The Keystone Pops'.
 
Gligarman, the hippie from the Snorlax episode, and the bowling Officer Jenny with the Chatot all spring to mind.
 
Giselle, Brutella, Nastina, Chopper, Dr. Proctor, Victor, and Mandi. Ironically, they all appeared in OS.
 
Duplica! And, uh... hmm. Does that awesome Gothita count? And Purrloin?

Other than that, I'm hard pressed to remember anybody in particular. Maybe the Trick Master (Trick King?) from AG.

Just listing the Hoenn ones for now, since I just rewatched that series. Calista had that cool time travel story with Baltoy in Me, Myself and Time. Katie from Shocks and Bonds and A Judgment Brawl gave me my favorite league battles for Hoenn. Sigourney, from Claydol Big and Tall, has that funny gag where he acts like a serious sage then switches to selling merchandise, as well as reading the book wrong. Sullivan, from Wiscash and Ash, for his wasting a master ball and being a funny character. Finally, for a villain of the day, Rico for being a serious villain giving Team Rocket a chance to make a heroic sacrifice and give us one of the most emotional releases in the entire show.
 
Seiyo Yuuto from EP009 and Imite (a.k.a. Anime Mimic Girl) from EP037.

Also, the captain of the St. Anne from EP015. He reeked of classic 90s anime zaniness.
