I feel that Cilan was an ok character but he had little growth suddenly deciding out of nowhere to go to fishing competition even when he said shortly before he wanted to stay with ash because their was more for him to learn from him

Cilan's the only right answer imo. He literally didn't change from the moment he was introduced till the time he left. Hell, at least Tracey achieved one of his dreams, which was to meet Oak iirc. And kii @ Iris and Serena getting pointlessly dragged. :/

Either cilan, or max, the latter having no real character aside from being mays little brother, and entire development consisting of nothing more then a begining and a end. His actions after Ash beat Norman in a epic and fair fight killed his character for most in my opinion.

I forgot about Max, though I found him to be slightly more tolerable than Cilan at least. :x

Cilan literally had no progress as a character. Nothing was done with his goal of becoming a top Pokemon Connoisseur, which came off as pointless in the end. He did not change at all through the series, nor did anything happen with a major chance for him to develop, that being his "rivalry" with Burgundy.

The question is worst and not least right? So people can rightfully choose a notable arc they disliked the direction of?...

Tbf I can't remember/haven't watched the development of the majority of characters getting panned in this thread. Of those I do have a vague inkling about, Takeshi's growth seemed weirdly stunted for how long he was on the show. He changed a lot between Kanto and Johto and then remained static essentially till the end. The doctor thing could have been built up to and foreshadowed so nicely (and you could probably argue that there are some coincidental hints just because of the kind of person he was throughout the series) but it felt random. This isn't to say I hated his trajectory though.
