Who do you think Steven is talking to on the phone in HG/SS?

On HG/SS, if you see Steven on Silph Co. (that's when you will get your Hoenn starter from him) and if you talk to him, you will notice that he is talking to someone on the phone first before he talks to the player. This is what he will say while talking on the phone:

"Hello... You're breaking up... I think it depends on how my dad feels... I see... I'll be on my way. See you soon."

As you can see, it seems that Steven is talking to an employee from Devon Corporation where the employee said that he/she would break up on the said corporation.

Should this quote be counted as just random, or there is more to it, like a mystery? Who do you think Steven is talking to on the phone? Will this be implemented on the Ruby/Sapphire/Emerald remakes if there will be?
 
No, I think "you're breaking up" means "I can't hear you too well, the connection is bad", in this case. :)

Not sure who he is talking to, but does the timeline around HG/SS take place before the events in Ruby/Sapphire? That might indicate that he's leaving Saffron City for Hoenn. (I haven't actually gone past Clair in my HG file yet... so I don't know what new events take place that did not occur in G/S/C)
 
Personally I think he's talking to Wallace, seeing as how they're friends. It might also have something to do with the letter you deliver to him in RSE, which is itself a bit of a mystery.

It's a "MacGuffin". A useless item with no real value to the player, but is necessary to deliver in order to further the plot.

From the sounds of it, it seems that the "you're breaking up" line didn't mean to the unclear connection of the phone call but like leaving or resigning on something. Regarding the timeline, it's still unclear on where Emerald (I didn't included Ruby and Sapphire since Emerald already replaced them on the canon) would be placed on the timeline. I'm still also not convinced that Emerald is contemporaneous with FireRed/LeafGreen. However, it is confirmed that on the post-game story in HG/SS, the main story in Emerald already ended, since Mr. Pokemon already have the possession of the Red and Blue Orbs, Steven came to Kanto to know why Latias and Latios came to the Kanto region, Groudon, Kyogre, and Rayquaza appearing in the Embedded Tower possibly after the events in Emerald, etc. So the possible Emerald's place in the timeline is that 1.) Emerald happened in the three-year gap between FireRed/LeafGreen and Platinum/HeartGold/SoulSilver or 2.) Emerald happened at the same time as Platinum/HeartGold/SoulSilver.

In my opinion, I guess Steven isn't talking to Wallace since Wallace doesn't have a relation or even connection to the Devon Corporation, although he had a possible relation to Mr. Stone since Steven and Wallace are close friends. I'm sure Steven is talking to someone who has a relation to the Devon Corporation, maybe an employee or even more to that.
 
The "You're breaking up" line obviously means the phone reception (remember, he is presumably talking to someone in a different region, so the reception could be bad). After all, if you're leaving a company, "You're breaking up" isn't the phrase you'd use. I do agree though that the reference to his father most likely has something to do with the Devon Corporation. However, it doesn't sound like it's anything that important. Could just be someone had an idea and decided to run it through Steven, who deferred it to his father, the president of the company.

HGSS takes place after Ruby and Sapphire. HGSS is the sequel to RBGY, which we know takes place at the same time as RS.
 
Sounds like general Devon company business to me. Steven is, after all, the son of the company's owner and thus set to inherit his father's position. He could have had to leave for any sort of company business. Sounds like a throwaway line that gives him an in-universe reason to return to Hoenn.
 
He's the son of the president of the Devon corporation, its not too far to assume he works for the company as well. It's not too hard to assume he was making a business call.

How so? If anything, its the complete opposite. Why would a person care how the Devon Corporation's president feel if he's resigning? Its not as if Stone Sr. is going to force them to stay because he feels like it. Why would Steven suddenly meet with him if he's resigning? Moreover, why would they use the "you're breaking up" line for a resignation rather than the less ambiguous "you're leaving?" or "you're resigning?". After all, "you're breaking up" could, going with another person's theory, be Steven talking to Wallace, being best friends, Wallace told him that he broke up with his partner, and he's heading there to comfort him.

Or of course, a more simplistic explanation that everyone experiences is a bad phone reception, and he's making a business call.

It's obvious, isn't it? He's on the phone with Wallace, who has worked up the gumption to break up with his domineering partner, Mr. Stone who Steven thinks won't let Wallace break up with him if he doesn't also want to break up (because he's just that powerful and important a person), but Wallace's crying and insistence proves to Steven that he needs to go support his friend in person. DUH. Didn't you guys get the whole Wallace-Mr. Stone innuendo throughout all of RSE? I mean, if you guys had actually USED the Letter to Steven, you would've read about all of the details of his father's and Wallace's sordid love affair. Ever wonder why Wallace has a Wailord and Mr. Stone has a Skitty?

Seems to me like it simply means a bad connection. If he'd been talking to Wallace i'd think that it would've mentioned something to let people know that it was Wallace or that the specific person was in Hoenn.

Yeah, that's probably it. Maybe this will be elaborated upon in RageRuby and SpiritSapphire/TerraRuby and AquaSapphire/whatever it is that the RS Remakes will be called.

I never really thought about this, mostly because I mashed the A button because I just wanted my freaking starter. The only thing I can see him needing his father's permission for would be either something to do with Devon Corporation, or something to do with a relationship (massive guess). I would have thought his father would be in complete control of everything to do with Devon, so that makes me think that the latter option is more likely.

He's totally getting married.

You might be right about one thing though; Wallace might be breaking up with Mr. Stone because of bad reception.

I'm guessing the reason to leave was just a way to tell players that they can't go out and come back in to get another starter.
