Who is stronger?

I think that both are equal because the two of them are the champions of an Elite Four's region.
 
In the anime, Steven's a yutz anyway. And they never identified him as Champion, so it's possible that, in the anime timeline, he's not.

And let's not even delve into the fact that Wallace might not even *exist* in the anime...
 
Cynthia! Her pokemon's move pool has room for better possible combinations in the anime so I think Cynthia is superior!

Is Lance called a champion either? Isn't he just a G man and said to be in the Elite 4?

Someone had to be the head of the Kanto Elite 4, given that we've seen Bruno, Agatha and Lorelei.

Lance makes the most sense and its never been contradicted.
 
But it's never been stated either. It's like the gender debate i take it, where there's a common answer that's not completely confirmed.
