The title pretty much say it who is Ash's most neglected/under trained pokemon from his party, Oak's lab, and in training?

A three way tie between Muk, Kingler and those Tauros by a great margin.

Agreed, I'd say that his OS Pokémon would take the prize here, but Unfezant surely could join them too.

I'm going to go with Tauros. It's really hard training them since they're usually in a herd. And if he were to try raising them individually, it'd take forever.

Kingler, Tauros and Unfezant

Kingler latest appearance was even longer ago than freakin Misty's, almost 7 years ago!

Tauros, if he keeps using different ones, than he has only used 4, negleting 26. If he only ever uses the same one, then 29 are neglected. He was seen training with a Tauros in Second Times a charm at the battle tower, though this is its latest aperance, 6 years ago!

Unfezant of course made her lastest apperance in June but do I need to explain this one.

Kingler, no contest. It's never been made clear whether he uses one Tauros at a time or just one of them. Given the accomplishments of said Tauros, I'd be inclined to believe it's just one of them. I would put Muk as #3, though.

Right now, all of his pre-BW Pokes (save for Pikachu, of course). I'd especially mention Gible among the others listed as undertrained, given that he was intro'd too late to have a chance to evolve into Gabite, much less Garchomp.

Primeape is no longer ash's though, it has never returned to him, not even once, whereas char and squirtie have come back consistently

Kingler needs to go with ash on a journey and get some proper training, battle frontier was a great opportunity but say the writers had to use corpish instead

To be fair, prior to AG none of Ash's Pokemon outside the Kanto starters got any serious development.

Most of his captures in Kanto and Johto were either released or immediately sent to Oak's lab, we didn't see Phanpy get developed till Battle Frontier. Heracross went away within 20 episodes. The Johto team in general was seriously lacking compared to the others.

Sadly BW takes a step back and reminds you of how poorly Ash's older pokemon were handled...

Muk and Kingler. Especially Kingler it's been years since I have seen either besides the Japan openings.

That's true but the writers have made up for some of it with cyndaquil and phanphy evolvinq, noctowl and her across learning new moves etc. only tododile from his johto team is seriously lacking in terms of training

Corpish had good development in ag, kingler should have been the one who got to travel with ash during the battle frontier saga, great opportunity wasted

I have to agree with past comments, Muk and Kingler have had hardly any development. Yes Kingler (and I think Muk) were both used in the indigo plateu but apart from the odd appearance, they havent properly been trained.

In terms of underdeveloped - I think Snorlax. It's always been fairly powerful, so never got 'development' as such, it's moves seem to change each time it appears but I can't remember Ash actually training it and certainly not very often if he has.

Muk is developed quite well personality wise, there's a lot of his Pokemon (especially BW ones) that are far less unique. Sure it never actually gets used, so certainly one of the most neglected, and Ash also never trains it - but at least it's memorable unlike some of his other Pokemon.

Kingler probably takes it overall though, combines almost never being used with never being trained and no uniqueness. Plus, Corphish exists - which takes away any uniqueness it might have had.
