Who's the hottest villain in Pokemon?

Just like the "Hottest Gym Leader" thread, but with Pokemon villains (like members of Team Rocket, Plasma, or any other villainous team).

For me, it's Shelly from Team Aqua. (I have a thing for redheads)

EDIT: For all you N fangirls out there that don't like to call N a "villain," let's just say he thought he was doing something good by being the king of Team Plasma. But, Team Plasma was corrupted by Ghetsis (who wanted to rule the world instead of liberating Pokemon from people). Thus, Team Plasma is considered a villainous team, and N (even though he's a "good guy") is the king of a villainous team (so you can include him).

Forgetting about my preferences, Giovanni is the hottest male villain. He's got a sophisticated taste in style and a tough attitude. Meowth's boss fantasies in the Anime certainly help.

I've always been partial to Maxie, the Team Magma leader, but I'm not sure if I consider him attractive or just a good, fun villain. And of course I love N and Ghetsis.

Lovirina, Mars, Venus, Lavana, Courtney, Blue Eyes, Tiffany, Shelly, Jupiter, Sird, Female Rocket Grunts, Pokémon Pinchers Grunts and Go-Rock Squad Grunts are all hot, IMO.
