Why dawn journey's returns were made so underwhelming ?

Dawn depsite getting around 12 episodes don't get any sort of update on her contest goal , we don't see any sort of killer appeal from her neither her team is updated even most of her role doesn't help her character to all . So why they didn't try to do something more memorable for her character.
 
Her not having any new pokemon is kinda weird, but they did alright with her otherwise. I never expected the writers to make a huge Wallace Cup sequel or Contest tournament like people were speculating when Journeys was airing. I think people just expected way too much. She DID debut a new Contest dress (easily better than the dresses she wore in DP), and said she was re-doing Contests in Sinnoh again which is fitting for her home region.

The Arceus specials also gave us a huge DP trio reunion, Dawn reunited with Mesprit again, she used Mamoswine (and not just Piplup), against the raid battle with Heatran alongside Dracovish/Inteleon, and got to reunite with Brock and Cynthia. Her friendship with Koharu also developed nicely. We also got some nice moments between her and Ash, like splashing on the beach together in the first 2-parter, calling Ash for help in the second, the high-five at the end of the specials, etc. But I do agree she should of had some team updates.
 
To be honest, Dawn appeared way too much in Journeys. 2 episodes would have been enough. Plus when Ash was competing against Cynthia and Leon, she would have made cameos by watching the matches on TV at home with her mom.

Legends: Arceus should have gotten its own anime without shoehorning Ash & co. Plus Serena should have been in the stadium instead of Dawn when Ash battled Leon.
