Why did the Porygon episode cause complaints while Sailor Moon did not?

Ok, i been watching some old sailor moon episodes and i noticed that some episodes had the same type of flashing lights (the same as the electric soldier porygon episode), so why did the Pokemon 38 episode caused people to have seizures but their were no complaints for Sailor Moon. 2) Because hundreds of kids got seizures. Sailor Moon, I believe, was less flashy than Pokémon used to be.
 
There were no complaints for Sailor Moon because it didn't cause x amount of children to have seizures?
 
I believe that it wasn't the type of light that was an issue, but the rate at which it was utilized that caused the seizures. That may well be the difference.

Were the lights used in the Sailor Moon clip red and blue? Because I think that was one of the factors in why the Porygon clip caused such a problem.
 
According to the rules the animators had to ahdere to when Pocket Monsters was brought back, they were banned from using the color "isolated red" (at least in large quantities) in flashing scenes after that.
