Why did they bring back Delibird but not do the same for Jigglypuff?

Delibird was another tag along Pokemon from the end of Johto like Jigglypuff.

However once Johto ended Delibird went a long gap with no appearance, it wasn't in any Hoenn episode and then re-appeared in that BF episode with Butch/Cassidy. Delibird also re-appeared in the ep Jessie captures Yanma/Yanmega in DP.

Why do you think they brought back Delibird after a 160 episode gap yet didn't do the same for Jigglypuff? Jiggly is still well-known among the fanbase, its even still in Smash Bros, so I don't know why it never made any comebacks, yet Delibird managed to instead.
 
Three Possible Reasons

1. Jigglypuff was captured, and the trainer is nowhere to be found
2. The Story line doesn't require Jigglypuff, nor do they want to add Jigglypuff in.
3. Jigglypuff lost its tracking abilities and has no clue where Ash and Co are.

Personally though I would've thought Misty would catch the thing, I mean Misty did have a better bond with it than anyone else, but it was a wild Pokemon who appeared frequently.

My guess is during Kanto/Orange the writers were having too much fun with Jiggly, and then during Johto they didn't as the writers stopped caring about Misty as a character, so they didn't bother to follow-through with any of her plots.

It would have probably been interesting to see her capture it, but considering the writers gave her the absolute bare minimum of screentime that arc, it probably accounts for that.

Although realistically I don't think Jiggly was ever meant to be captured by the main cast.
 
I've always believed A Pokéblock Party was the writer's way of sending Jigglypuff off forever. Was it a good way to do it? No, it definitely could have been handled better. Delibird, on the other hand, wasn't really ever given a "send-off" episode. Plus, it works for Team Rocket, whereas Jigglypuff doesn't belong to anyone.

This is just my personal theory, and it in no way reflects what actually happened, but I believe Jigglypuff is still in Hoenn, trying to find another Whismur that won't get bored with its song.
 
I would have love the character of the day in the trick house episode capture Jiggypuff to end the story. Maybe that could have been the wrap up.

I'm going with number 2. Delibird's return was pretty appropriate, being a rocket agent and all. Jiggypuff's return would only be by chance, and by chance only occurs when some game feature is needed to be displayed. I guess there is potential for it to show up in the future, I thought it was very funny, but I swore it's storyline was resolved like Snubull.
