Why didn't the writers have Ash face Shizui?

Why didn't the writers have Ash face Shizui for his 8th gym badge instead of Homika? Shizui is the actual 8th gym leader in Black Version 2 and White Version 2 so I don't see why they didn't have Ash face him instead and face Homika some time in the world tournament.
 
Because he's being shown with Drayden and Champions in the BW2 opening.

Homika is just a normal Gym leader, so getting her out of the way and saving him for the more important stuff makes sense.
 
Because promoting BW2 was more important. That's why his badge case changed about 20 episodes ago.
 
Personally, I don't see any reason at all why Homika was fought as the eighth Gym Leader instead of Shizui. Everything that Homika's got, Shizui's got too, but better.
 
But Homika had the whole thing with poisoning Pokemon though.

I guess Shizui could've had...drowning Pokemon?
 
Maybe the writers didn't feel like Ash was ready for an eighth gym leader yet, so they're saving both of them for a later time.

Either that, or they didn't want to give the players an advantage against Shizui with prior knowledge of his team.
 
Personally I think its because players of the BW2 games will be able to battle Homika earlier than Shizui and be able to remember back to her episodes when they encounter her. With Shizui that could be a long way off with him being the 8th leader.

They could have just given him some old Pokemon with Swift Swim to smack Ash's team around like Buizel or Lombre.
 
Because they couldn't go meta with making Shizui voiced by Sayaka Miki as Iris is voiced by Madoka Kaname.

Or you know, since she is weaker than Shizui, it would make sense for her to battle against Satoshi first. Challanges of the shonen hero grow as the the hero grows, like in video games.

Edit: Another thing is they probably expected Homika to be more popular than Shizui, so they introduced her first to increase hype.
 
I don't think there is any "deep reason" behind this decision. Writers do this a lot.
 
well they could have saved him for a future filler episode in that infamous "three months wait" and ash may pull a "GARY" and maybe get more than 8 badges
 
I'm going with the "because he already fought a Water Leader" already comment.

And how would they do that? His badge case was established since day one to have 8 badge slots. You can't just do something like "an extra compartment, or whatever" because unlike the badge imprints, it's not the same.
 
I don't even see why they were promoting BW2 by having Ash face one of the game's gym leaders. I would much rather see him go up against Drayden.I want to see how Ash does against his haxorus. Homika does seem like a neat character thought and although I can't understand the japanese dub her voice sounded cool.

ash could always wear his extra badges inside his jacket like in the first couple of seasons or ash could get a new case altogether and have more open slots. im just wildly guessing on what COULD possibly happen.
 
My stance is that it was easier to get Ash to Virbank than it would be for wherever the water guy is. Not to mention that to get to that place, the shortest path would still be through Opelucid. True, they could've had Ash find out the gym is closed just by passing through, but it would've delayed them more, and my guess is they needed a new gym leader to hype BW2 as soon as possible. It was just easier to detour to Virbank, even if it meant putting in a boat that doesn't exist.
 
I think it's because Ash already fought a Water-type Gym Leader (Cress), and the writers probably wanted to avoid having Ash face the same type gym leader again.
