Why do the writers place Team Rocket in the same areas where Ash and company are?

The writers keep placing Team Rocket (Jessie, James and Meowth) in the same areas where Ash (mostly) and his friends are (in the cases where they don't try to follow Ash and his friends around). In the first episode of BW, Giovanni sends them to Unova while Professor Oak has a conference there and takes Ash and his mother to Unova. This also happened in an episode of AG where Team Rocket lands in an island before Ash and his friends arrive.

I made a mistake on my other thread. I tried to fix it but it was closed. I hope this one works.

Because TR are the antagonists, and they can't really do much if they aren't near the protagonists. That's all there is to it.
