Why does Ash and co. get a Holo-Caster/X-Transceiver/Poke-Gear

Why does or doesn't Ash and co. get the Holo-Caster? I'm not sure what the question is since I don't recall them ever getting one. But it's possible that Flare's Holo-Caster is likely for themselves only and not for everyone in the Kalos.

I don't think anyone in the group is particularly rich. In the past Brock and Max were given tools like this for navigation, as well as main characters being given a pokedex, but high tech materials like these are not free. Plus getting lost leads to many entertaining encounters!

They don't seem to cost that much and whatever money the twerps have hardly runs out.
