Why does everyones eye color match their hair?

Before it wasn't like that, but lately a number of characters have an eye color - hair color match it. It looks better, I prefer the new looks (HGSS characters) and I couldn't imagine most characters with different eye colors, but still..
 
The point is that it reduces the number of colors which need to be used in sprites. A trainer's sprite typically has a limited color variety, and by having the eye colors match, Game Freak can include more colors in the outfits.

As for why they changed at all, it's due to the fact that Ken Sugimori's art style now utilizes eye color, while it never did so in Generation II.

Yeah, maybe this would be the reason way back in the GB days when their eyes didn't match their hair.

Besides, if colour conservation was their goal, they would have just made the sprites with black eyes like they did back then. This eye trend started as early as generation 3, when they didn't have a close-up eye catch before the battle, so it wouldn't have been noticeable.

Its only in Platinum did showing eye colour matter due to the close ups, and by then, I am sure Nintendo has long passed its colour limit, even then, it mostly shows their heads, barely any other part of their clothing.

So yeah.

And this Generation II artwork so did not utilize eye colour

It doesn't always. But it does look cool and makes them stand out a bit more.
