Why does it take Dragon Pokemon so long to evolve ?

Why is that ? It's so confusing ! Why did they make Dragon Pokemon take so long to evolve them ? Please tell me why !

It's a game balancing issue to partially discourage people from raising them, so that everyone won't be using a team of semi-ubers like Dragonite, Tyranitar, Slaking, Metagross, Flygon, Salamence, and Garchomp.
