Why does Kabuto Yakushi have a major lack of merchandise?

So far he has only had two figures within the full 15 years that Naruto has been running. (Even though the Anime is still going, and the manga is the one that ended.) He is a major side character and you would think that he would get some good merchandise like those nice detailed art figures. I'm not too fond of his other forms, I just like him before he changed. Him in his traditional purple outfit would look good as a display statue/figure. Heck, even those bootleggers who made the unofficial plushes that you see on eBay haven't made a Kabuto plush. I may have to commission one from an artist. I just wish more official Kabuto merchandise would come out....

I personally think it's because he's only a minor villain (essentially a lackey) and not a major opponent like Orochimaru and Tobi are. That or he's not a very popular character. I dunno, I'm not really as big of a Naruto fan as I used to, so I wouldn't know too much.
