Why does Vine Whip have so low PP?

I mean, it's power is only 35. Why does it only have 15 PP and even 10 before Gen IV. Discuss.
 
I think the game is either telling you "get a decent grass move asap" or "get your ass to the center cause when you run out of this you're going to die"
 
I was wondering this earlier today myself when I restarted the Pokemon White I got from a friend and chose Snivy.
 
I think this might be one of those things where Gamefreak had no idea what they were doing in Gen I and it just carried over to the later games.
 
If that was the case denis, why do both bubble and ember have more PP AND secondary effects to go with them?
 
It really seems just a bit crazy (and strang) to me too, but perhaps it's also some in-joke (now) of gamefreak's that we the gamers won't ever understand. Too bad, but I wouldn't mind it getting some better PP and/or a secondary (flinch) effect so that people who choose grass types won't regret it because the first attack they get is this!
 
Well, Vine Whip is a terrible move anyway, so I don't really care what its PP is. The only time I would ever be concerned about its PP would be if I was training a Bellsprout, where it doesn't get another offensive move till Lv. 23 with Acid (except for Wrap, but you can hardly rely on that).
 
Because Game Freak sucked at balance in the early days and they're too nostlagic to do something significant about it.
 
Because they're basically saying HEY IF YOU KEEP THIS FOR MORE THAN A FIFTH OF THE GAME OR SO, WE'RE GOING TO SCREW YOU OVER FOR IT!
