Why haven't any movies had the antagonist be a counterpart to Ash?

And I don't mean in a Cross/Paul sort of way.

I mean why haven't any movies ever written the antagonist as someone with a similar history with Ash (A good trainer whose competed in many leagues, but lost them all) and overall emotional state, but decided that the local mythical Pokemon would be the solution to his losing streak.

The conflict could easily then become 'explain to the counterpart why that is a bad idea', probably in the idea that the legendary in question is a Fisher King type character whose removal causes drought, famine, or some other problem to the local people.

...That seems like a simple enough antagonist to create and explore. Could create some pretty good fight scenes with that idea too, taking a bit of a Movie 3 Molly approach.
 
Cross does count, the movie makes it abundantly clear he is Ash's foil. He is trainer, whether he has lost 6 leagues or not is irrelevant.

I think a villain's motivation for failure would be a good idea to explore, but Ash wouldn't be its foil because as much as fans want it, losing is not a part of his character, a better example would be Team Rocket.

That's exactly what Shinji is. Of course he's not depressed about it because not winning a league doesn't make you a loser.
