Why is Red's current team missing a Fire-type Pokémon?

The Red I am asking about is from Pokémon Adventures.

I don't know why but Red's team looks a little weird without a Fire-type Pokémon. He has three of the main elemental types (Electric, Grass, Water) but Fire (the other main elemental type) is missing.

Part of it is that Blaine was a big character and he had almost nothing but Fire types (Mewtwo aside), I think. I've always noticed that too, but I also believe the Pokemon the author uses are to suit the character. I think they also go for Pokemon of different shapes (Poliwrath, Gyarados, Aerodactyl, Pikachu, Venusaur, and Snorlax. None of these look similar) This is especially true with Diamond and Pearl's teams, the suiting characters that is. At the same time, I think they just use their favorite Pokemon from each gen.
