Why No Pics?

When I try to upload a picture onto Bulbapedia, it goes to a page called 'Error' that says: 'File uploads are disabled on this wiki. Return to Main Page.' Why?
 
In order to upload a file, click on "Upload File" on the left-hand menu. From there, you will be taken to the Bulbagarden Archives, were you will have to create a separate account from your Bulbapedia profile (but it can be the same username). Once that happens, then you will be allowed to upload photos to the Archives.
